FED:Onshore processing receives public backing

A new poll shows more than half the population wants asylum seekers to have their claims
processed in Australia, in direct contrast with Labor Party and Coalition policy, which
advocates processing in a third country.

The Fairfax/Nielsen poll of 14-hundred people shows 53 per cent of people prefer onshore
processing, compared to 28 per cent who want refugees processed in another country.

Of the 53 per cent, 55 per cent say those processed in Australia should be held in
detention, while 41 per cent say refugees should be able to live in the community while
their claims are assessed.

The federal government has already signed a deal to send 800 asylum seekers to Malaysia,
but the deal is on hold while it's under High Court challenge by refugee advocate lawyer
DAVID MANNE.

NSW: League star's brother still critical

SYDNEY, Feb 18 AAP - Tom Pritchard, the brother of NSW Rugby League star Frank Pritchard,
remains on the critical list following a stabbing incident at Liverpool in Sydney's south
west yesterday.

Frank Pritchard, a New Zealand international forward who plays for Penrith Panthers,
was stabbed twice in the hand while Tom was stabbed in the heart.

Panthers general manager Mick Leary said 20-year-old Tom, an aspiring league player,
was in a critical but stable condition at Liverpool Hospital while Frank Pritchard had
undergone surgery to his hand.

"Everything's fine with Frank, we're just more concerned with Tom at the moment," Mr Leary said.

"Tom's still in a critical but stable condition.

"It's a police matter at this stage so we'll just leave it with the police.

"(Frank) had surgery yesterday, he's not undergoing surgery today."

The brothers are believed to have received a phone call that morning from their sister,
who said neighbours in her apartment building had threatened her with a knife after she
complained about loud music, Fairfax newspapers said today.

Several members of the Pritchard family and 10 men of Asian appearance fought at the
corner of Lachlan and Bigge streets, in Liverpool, about 3.30am after a dispute over loud
karaoke music.

Frank Pritchard had surgery to his thumb while his brothers, Johnny and Alfred, were
treated for stab wounds to the abdomen and shoulder, respectively.

Tom Pritchard played for Penrith's junior grades and was taking a year off football
on the advice of doctors after suffering a serious neck injury last season, the Penrith
Panthers website said today.

"It's understood he received four knife wounds, one to the pulmonary artery," the website said.

Police said one man received stab wounds to the chest after a brawl in Liverpool about
3.30am (AEDT) yesterday.

Three others were taken to Liverpool Hospital and 11 people were arrested after police
were called to the incident, police said.

A police spokesman today said officers expected to lay charges in coming days and police
were waiting to interview several people in hospital.

A Liverpool Hospital spokeswoman confirmed Tom Pritchard was in a critical condition
while his three brothers were all in a stable condition.

BRISBANE, Aug 21 AAP - Nationals Senate Leader Barnaby Joyce says he expects Labor
to win the federal election.

"I think the Labor Party will just win, you have got to be a realist," Senator Joyce
told The Sunday Mail at Brisbane airport on Saturday afternoon.

"I think Queensland is jack of the Labor party for many reasons, but I think because
Victoria, she (Julia Gillard) is the home town girl, they will make a social statement.

"I don't think we are going to kick goals in Victoria and South Australia - there is
not much you can do about it."

Senator Joyce, who is expected to be returned as a senator for Queensland, will appear
on the Nine Network's election panel on Saturday night.

Qld: Oil washes up on pristine turtle nesting ground

BRISBANE, April 14 AAP - Crews will arrive on Wednesday to clean up oil which has washed
up on an important seabird and turtle nesting island.

The island is 10 nautical miles (about 18km) south of where a Chinese-registered coal
carrier ran aground in the Great Barrier Reef on April 3.

Maritime Safety Queensland (MSQ) says small amounts of oil ranging in size from a 50
cent coin to a shovel load has spread about one kilometre along a beach at North West
Island.

The island is an important nesting ground for seabirds and turtles and a clean-up team
is expected to arrive at 7am (AEST) on Wednesday.

The oil has washed up too soon to be linked to the vessel's refloating on Monday night
and most likely came from an earlier spill, an MSQ spokesman told AAP.

The ship has leaked three to four tonnes of heavy fuel oil onto the reef but there
have been no signs suggesting more oil has leaked during the salvaging process.

Salvage operators removed the ship's 970-tonne load of fuel oil before they refloated it.

A marine scientist says it could take more than 20 years for the portion of the Great
Barrier Reef "pulverised" by the grounding of the Shen Neng 1, to recover.

A study looking into the extinction of Australia's prehistoric animals has dismissed
scientific beliefs climate change caused their disappearance.

The first findings of the study suggests over-hunting by humans delivered the final
blow to Tasmania's giant prehistoric animals .. known as megafauna.

The discovery was made by a team of Australian and British experts .. including Professor
RICHARD ROBERTS and Dr ZENOBIA JACOBS from Wollongong University's school of earth and
environmental sciences.

Giant kangaroos and marsupial rhinos and leopards are said to have survived in Tasmania
up to two thousand years after the first human settlers arrived.

The new study has found there was no dramatic change in the Tasmanian climate at the time.

The findings have been published in the journal Proceedings of the National Academy
of Sciences of the United States.

In summing up yesterday, Ms Jerram acknowledged there were "flaws" in the military
investigation into Pte Kovco's death but said she did not believe the evidence was adversely
influenced in any significant way.

Prior to its deliberations, she told the jury: "It's my view that you can dismiss from
your minds the possibility that because of these flaws a conspiracy or cover up has occurred
or that any material witnesses have lied to you."

NSW: Attorney-General shares slain cop's family's distress

SYDNEY, Aug 31 AAP - NSW Attorney-General John Hatzistergos says he shares the distress
of the family of murdered policeman Glenn McEnallay after a man involved in his murder
was sentenced to 11 years jail.

Senior Constable McEnallay was shot five times through the windscreen of his police
car after pursuing a stolen car at Hillsdale in Sydney's southeast in March 2002.

Motekiai Taufahema was driving the car and was originally convicted of murder and jailed
for 23 years, but the conviction was quashed on appeal.

He was sentenced today to 11 years jail with a seven-year non-parole period after pleading
guilty to the lesser charge of manslaughter.

Mr Hatzistergos said his thoughts remained with the family during this "difficult time".

"I share their distress," he said.

"It was a vicious and brutal murder.

"When the charges were dropped from murder to manslaughter I wrote to the DPP (Director
of Public Prosecutions asking for him to reconsider and passed on to the families concerned
about that decision."

Mr Hatzistergos said he was willing to provide further assistance to the McEnallay
family if needed.

Sione Penisini, who admitted shooting Snr Const McEnallay, was sentenced to 36 years for murder.

The Tasmanian Greens have questioned the credentials of a European consultant .. chosen
to fast-track the assessment of a proposed two billion dollar pulp mill from logging giant
Gunns Ltd.

Greens leader PEGG PUTT has told state parliament Finish firm SWECO PIC had been assigned
to design a cooking plant for a pulp mill in Chile .. which caused environmental damage
to wetlands and wildlife.

But Premier PAUL LENNON's countered that .. saying SWECO PIC had been involved in a
world class pulp mill in Germany .. which passed tough EU environment and emission regulations.

The Pulp Mill Assessment Bill is currently being debated in the Lower House and is
expected to become law later this afternoon.

The consultant will assess the mill against Tasmania's emission limit guidelines and
is expected to make draft recommendations to the state government by June.

New South Wales parliamentary speaker JOHN AQUILINA blames a bureaucratic bungle ..

for police not being informed about the alleged theft of public funds by a staffer in
the office of a Labor MP.

A staffer in CHERIE BURTON's Kogarah electorate office resigned in December 2004 ..

after it was alleged he invoiced the parliament for 16-thousand dollars' worth of printing
.. but didn't pay the printer.

All of the money was recovered from the part-time staff member .. but police were never
informed about the incident.

Ms BURTON .. who was appointed housing minister earlier this year .. referred the matter
to parliamentary officials.

But Mr AQUILINA says parliament's chief financial controller never got around to completing
a report on the alleged crime .. which was meant to have been sent to police.

The matter is now being investigated by police .. and has also been referred to the
Independent Commission Against Corruption.

Mr AQUILINA says the ICAC told him in January last year that it had received an anonymous
tip-off about the alleged theft .. but didn't intend to investigate it.

He says in retrospect .. an initial report should have been sent to police and the
ICAC as soon as parliamentary officials completed their investigations.

Deputy Opposition Leader BARRY O'FARRELL says the failure by Ms BURTON and Mr AQUILINA
to ensure the matter was referred to police is unacceptable.

GLENN McNEILL's ex-wife has told a Norfolk Island court .. she'd found it difficult
to believe he'd been charged with JANELLE PATTON's murder.

ALIESHA TAYLOR was married to McNEILL at the time of the Sydney woman's death .. on
March 31 .. 2002.

Ms TAYLOR's told McNEILL's committal hearing .. she emailed the head of the Australian
Federal Police investigation .. to confirm his arrest was true.

Questioned about her recollection of events on the day of the murder .. she says her
husband brought her lunch to the Hillcrest Hotel .. where she worked as a receptionist.

She says she cannot recall coming home to find her husband had washed any of his clothes
.. and she never washed any bloodstains from his clothing .. or noticed any sets of his
clothing had gone missing.





The court's been told McNEILL left Norfolk Island for New Zealand on May 8 .. 2002
.. to attend his brother's wedding and take up a job offer.

His relationship with Ms TAYLOR .. whom he married in January 2002 .. broke down soon afterwards.

The hearing continues.

Australia's trade deficit with China remains largely the same, hovering at $4 billion
for the eight months to February.

For the same period of last financial year it was $5.9 billion.

Australia's trade surplus with Japan is increasing, and now stands for the eight months
to February at just over $9 billion - $1.2 billion more than the whole surplus in the
2004-05 year.

But the deficit with the United States (currently $8.6 billion), Thailand (currently
$973 million) and Singapore (currently $3.5 billion) have all blown out this year.

Australia has free trade agreements with each nation.

Australians are being urged to leave the Christmas ham off the festive food list ..

with a report claiming most yuletide pork is sourced from animals kept in terrible conditions.

But the pork industry has rubbished the claims by animal rights group Voiceless ..

saying the organisation's assessment of the sector has little basis in reality.

The group's report says 90 per cent of Christmas hams come from factory farms where
pigs are kept in cramped indoor cages with limited room to move.

It says there's clear evidence factory farmed pigs suffer prolonged depression .. because
they're denied natural light and space.

But the Australian Pork Limited has ridiculed the study and described the group as
false prophets.

This policy has been taken seriously by the membership, and over the past two years, I have heard discussions at state association meetings reminding members of the commitment and of its implications for how we will communicate with each other in the future via this technology.

As we approached this major turning point in the calendar, I pondered how we could make this commitment real to all members and how ICMA could "walk the talk" and begin to use electronic communication in a meaningful way. During this period, we have been active in several ways.

We have built the ICMA Web site--icma.org--as a robust site that has been commended by a number of members for its content and its user-friendliness. The site currently attracts more than 25,000 user sessions per month.

Each member of ICMA has received a password that can give him or her entry to the members-only services accessed from the "Members' Corner" area on the site, including an on-line version of the Who's Who membership directory. More changes and innovations will be added to the site in the months ahead.

The on-line ICMA's Bookstore & More (http://bookstore.icma.org) has been ready to process orders for our products and services since October 1998. During its first year of operation, with minimal promotion, the e-bookstore generated $90,000 in sales.

We have built Access Local Government (ALG) as an information-sharing and communications Web site. We have done this in cooperation with the National League of Cities and Public Technology, Inc., and recently with the National Association of Counties. More than 5,500 people in local government have registered for ALG.

ICMA also guides the Local Government Environmental Assistance Network (LGEAN), which provides environmental regulatory information to local governments on-line at http://www.lgean.org. LGEAN's Web site allows users to research and share information with a document database and message boards.

In light of these advances, the question becomes what to do next to make electronic communications available and meaningful to our members. The ICMA Strategic Planning Committee, which has been working during the past two years to chart the future of the Association, has been reinforcing this direction and prodding us to do more and to do it quicker.

I am proud to tell members that I have recommended, and the board has approved, the three initiatives described below, which have been presented this year. These are but the first of what I think will be many changes in how we continue to share information and communicate with our members.

Changes Ahead

Here's a look at these three new opportunities.

Keep your eye on the "Members' Corner" of ICMA's Web site for new services. Soon, members working in local governments will be able to search the more than 4,000 Inquiry (IQ) Service abstracts to see what ordinances, reports, and other documents are in the subscriber database. You'll be able to download the full-text documents supporting these abstracts at a significantly discounted cost.

The second initiative involves the on-line Who's Who, which has been moved in its entirety to the Web site. This on-line, real-time version of our information base offers far more value to members than ever, as it can be updated daily with the most accurate information available at the time. To assist members who may not yet use e-mail or the Internet fully, for the next few years the Association will publish a soft-cover member roster that will give the basic information needed to contact members. Complete career information will be available via the Web site, in a format that also can be searched by members and sorted according to certain demographic criteria.

Our third initiative may be the most exciting of all. ICMA has partnered with a private company based in Florida, GovStoreUSA, one of ICMA's executive-level Corporate Partners, to offer the first Web site devoted exclusively to state and local government purchasing. This joint venture will allow local governments to use the Internet to define more clearly their needs for information technology products and services; to obtain competitive bids and to shop in a new way for high-quality products that can meet these needs; and to make purchases using electronic commerce at low, competitive prices.

Local governments can sign up at to use the site at no cost and with no obligation. The partners--ICMA and GovStoreUSA--are confident that the user-friendly nature of the site, combined with the low prices and transaction costs, will enable local governments to begin to use the power of electronic commerce to improve their purchasing efficiencies and power.

Think Boldly

These are thrilling times for all people in our profession and for the Association. Electronic communication, electronic commerce, and indeed electronic government will challenge us to think and act boldly and creatively. Our Strategic Planning Committee has it right, and I hope the Association has moved quickly enough to lead the membership and to walk our talk.
